MOU

The University of Sargodha (UOS), Pakistan, and the Institute of Control Systems (ICS) under Azerbaijan’s Ministry of Science and Education have signed an “Intent of Cooperation” (IOC) to enhance collaboration in science, technology, engineering, and mathematics (STEM) education.
The agreement, signed by Dean Faculty of Social Sciences Prof. Dr. Masood Sarwar Awan and ICS representative Dr. Tofig Babayev, sets the foundation for joint research, faculty and student exchanges, and academic innovation in the fields of control systems, automation, and computing. Vice Chancellor Prof. Dr. Qaisar Abbas and Director CAREC also graced the occasion.
The signing ceremony took place on the sidelines of the 5th Annual CAREC Research Conference in Islamabad.
Under this cooperation, both institutions will prioritize faculty and student exchanges, collaborative research projects, co-hosting of academic events, and sharing of academic resources such as libraries and laboratories. Each activity will be subject to separate agreements and funding arrangements, with strict adherence to ethical and academic standards. 
Dr. Babayev welcomed the collaboration, stating, “This partnership opens doors for Azerbaijani and Pakistani scientists to jointly address global technological challenges.”
Talking to the media, Prof. Dr. Qaisar Abbas reiterated university’s commitment to international academic engagement and shared his vision of establishing a CAREC University in Pakistan to deepen educational and research linkages across the CAREC region. “We are working towards building an institution that not only strengthens regional connectivity but also leads innovation and development in the region,” he said.
On this occasion, Prof. Dr. Ijaz Asghar Bhatti, Director External Linkages; Prof. Dr. Ahmad Raza Bilal, Director ORIC; and Dr. Imran Ghaffor, Director QEC, were also present.
